I uploaded a picture to LINK

On the picture (part of a girl's hair) is a semi-transparent plastic object
which I would like to try and remove. I know about using the cloning tool
(although that would not work as well for irregular hair) but I am trying to
find out if one can use "layers" as a negative extraction tool for a regular
object like this plastic bar.

What I mean, is there a way in PSP 9 to use the edge tool to create a layer
duplicate of the plastic bar image which when merged with the original photo
would have the effect of magically removing the artifact. That technique is
used in radiology to remove artifacts. Can it be done in PSP9 to a photo?

The image is so tiny that I can't really see what you are referring to, but
...... no, you can't.
I don't know of an 'edge tool' in PSP.

You could clone or use the Warp Brush to pull another part of the hair over
the blemish.
This is best done on a duplicate layer.
