Absent any serious numerical Errors in your windowsupdate.log, you are seeing a delay caused by excessive demand on the servers ("Update is not allowed to download due to regulation"). Automatic Updates will try again later.
You can try downloading/installing the updates via Windows/Microsoft Update: Understand that by doing so, you're pushing all the Automatic Updates users further back in the queue (which may explain, at least in part, why Automatic Updates hasn't brought them in for you yet).

I've already done both methods described, with no apparent behavioral change. I suppose I can retry them. My situation has been persisting for several days now, and other computers on the same network are getting updates, so I still have a nagging feeling that there's something broken with this particular machine.
BTW, is a reboot required after either method?

A reboot should be done after Method 2. Please post a more extensive section of the WindowsUpdate.log. Initiate a manual visit to Windows or Microsoft Update from the Start Menu links. Then do a Custom scan after the initial scan completes. If no updates are detected or offered, close Internet Explorer, and then copy and paste the *last* 50 or so lines into your reply.

I didn't suggest or imply that Resolution Method 2 would have any affect on the "Regulation" issues.
