1. If you just (literally) did the clean install, try Methods 1 and/or 2 in the following KB article (Trust me):
Updates are not installed successfully from Windows Update, from Microsoft Update, or by using Automatic Updates after you perform a new Windows XP installation or you repair a Windows XP installation LINK
Most WinXP SP2/SP3 machines will be offered a minimum of six (6) updates plus the Malicious Software Removal tool this month!
2. Otherwise and absent any serious numerical Errors in your windowsupdate.log, you may be seeing a delay caused by excessive demand on the servers ("Update is not allowed to download due to regulation"). It can take up to 7 days or more (sometimes much more) for all Automatic Update users to get new updates when so many have been released on the second Tuesday of a given month. See LINK
