Full Windows version (e.g., WinXP SP3)? IE version? What happens when you
connect directly?

Take the machine to a local, reputable and independent (i.e., not
BigBoxStoreUSA or Geek Squad) computer repair shop.

PA Bear has a good suggestion but that costs money. Before you shell out any
money you may want to try calling technical support for your internet Service
Provider and your computer Manufacturer and run the problem past them. Its
worth a try and then If that doesn't work follow PA bear's advice.
