Formulae to auto adjust timings based on percentage

I have been trying to work this oine out and cant get my mind around it,

Basicaly I have a timing list generated in a spreadsheed, inside that
spreadsheet these timings are broken down into percentages of time needed to
complete the task, all adding to 100% of the total time given.

Another part of the spreadsheet has times for rest, ie lunch, sleep etc, Im
looking for a formula that will take the differance from the time spent on
rest and subtract it from the total time on the timeline, then re calculate
the timeline based on time left over after the rest has been subracted not
incorporateing the rest time.

The start and finishing times must remain the same

Each task takes a certan percentage of the total time allocated for the
purpose of this all tasks can be divided evenly.

If anyone could help with this I would be very gratefull.

I think I may have explained this poorly, Basicly I am given a task to
perform, and we apply a rule called the 1/3 2/3 rule, of the total time given
for the task I must use 1/3 of the time to finish my tasks, which allows 2/3
of the time allocated for those further down the chain to complete their
tasks.

I have the formulas set to allocate my time and my tasks based on that
allocated to me, but I then need it to recalculate rest periods with in my
1/3 of the allocated tasks, Then I can send this out to my staff so that our
tasks are finished in the allocated time.
