My icons do not load only the background screen in Win 98 second edition.
The error message reads:
Explorer caused an invalid page fault in module explorer.exe at
0177:00401f31 registers: EAX=00000000 cs=0177 EIP=00401f3 EFLGS=00010246
EBX00000001 SS=017f ESP=0080feec EBP=0080fef4 ECX=c166a5c0 DS=017f
ESI=00000000 FS=1a2f

No icons load when I boot into safe mode.

Before I received the error I got a box saying something about a debuging, I
click to close the box, I think the screen frooze. I did a ctr/alt/delete
and selected to close "explorer" by mistake.

Are you the same "Mary" who deleted those files and couldn't get back in?

No I not that Mary, I didn't delete any files. The program began when a
debugging window pop up and I clicked to close it and from there it was
downhill..

In a normal startup, can you use F3 to open Find>Files & Folders? If so, do
a search for Explorer.exe. What do you find?

I should have asked: Do you see the Taskbar at the bottom, even though
there's nothing else on the Desktop?

In the normal startup, no icons or taskbar appear. I tried F3 and there was
no response. The screen is blank, only the background of clouds appear.

Can you use the WinKey? Specifically, WinKey-R.

Have you tried a Registry Restore yet?

If Gary doesn't help you more, I will research this to see if I can find the
answer. This problem used to be brought up fairly often years ago and I
don't think the solution was too difficult, but it is hazy in my memory.

After further checking I came across this and it seems to ring a bell. You
can try it.
It is method #3 on the following link:

You can wait and see if Terhune, PCR, or one of the many other smarter ones
here agree or not.
Best of Luck,

Another link I found has a similar solution to the one I posted earlier,
only it is explained in a slightly different way.
It is here: LINK
