So How Did I Get Infected Anyway?
For quite a few people it's by installing programs like Messenger Plus,
whose ads for malware don't identify the malware as such and try to convince
you that you owe it to the author. See also:

Don't ever do a "default" install of anything. Always choose Custom and see
what else is being carried along. Don't install any extras you're not sure
of.

I would like to try to help you, but I need some additional information as I
am unclear what the problem is. First of, what is your Operating system,
Windows XP or Windows Vista? Second what version of Internet Explorer are you
using, 6 or 7? Can you download from other websites or just not one
particular site? If so what is the particular site you cannot download from?
Thirdly what are you trying to download, what kind of file is it, ie music
MP3 picture Jpeg or PDF, DOC? What happens exactly when you try to download?
Do you get an error message? If so what does it say? Get back to me with
this additional information and I will see what I can do.
