Disable F11 Key

I created a database and hid all my startup options through startup. I only
want to use the SHIFT key to be able to expose all options of the database.
Most of the users know about the F11 shortcut. Does anyone know an easy way
to disable the F11 key?

In Startup uncheck "Use Access Special Keys" that will disable the
F11. The shift key will still by-pass the startup options.
