I am looking to create a new site and am comfortable in AS 2.0. I want to make
sure that there is no danger of my website code becoming obsolete. So I am
wondering if 2.0 is going to be gradually and completely phased out of use, and
if I should code in 3.0 from the getgo?

some day it probably will. but actionscript 1.0 is still supported and it's close to 5 years old.
