The installer requires more data to be downloaded
Translation: Whatever you're trying to install, your machine needs some
other updates to be installed first.
Did you install Vista SP1 manually or via Windows Update?

I would not recommend installing Vista SP1 manually unless and until it's
offered by Windows Update.
1. Uninstall Vista SP1:
How to uninstall Windows Vista SP1 as a troubleshooting step:

2. Reboot *twice*!!
3. Run Windows Update manually and repeatedly, installing updates as they're
offered, until Vista SP1 is offered.
