Can't download updates (windows update error 80246008)

Haven't been able to install updates since 9/10, everytime I try to download
the progress bar stays at zero percent gives me error 80246008. Even with
Windows Defender updates I get this error. BITS is working fine, I tried
downloading the repair tool for it. I am running SP1. I've tried every
method I've found online to no avail.

Like I said, BITS is not the problem. BITS works fine on my system. Here is
a screen of what I get after enabling BITS.

Did you read and work your way through

If you're running Vista SP1:

Did you install it manually or via Windows Update?

What anti-virus application or security suite is installed? What
anti-spyware applications (other than Defender)? What third-party firewall
(if any)? Were any of these applications running in the background when you
installed Vista SP1?

According to your .jpg, BITS started and then stopped.

BITS is required for WU.

You say BITS is not a problem on your computer, so start BITS and then try
WU again.

I would not have installed Vista SP1 manually unless and until it was
offered by Windows Update.

In any event, I would have disabled Trend Micro anti-virus (and
anti-spyware) prior to installing Vista SP1.

Despite the Trend Micro application's protections, the problem may be caused
by a hijackware infection. But I'd recommend taking this up with free Vista
SP1 support first:

The problem was not caused by installing SP1. I ran into the problem prior
to SP1 and found on another forum somewhere that installing SP1 manually had
fixed the problem for someone else, before that I had no idea I could install
updates manually. The problem has to be with something else. Is it normal to
get the response I posted earlier when starting BITS? It always gives me the
same message, but I haven't come across anything in the support pages that
mention that message.

Have you looked in the Event log to see if there are any clues about
that failure in there?

bitsadmin (in a cmd window) could give you some more clues.
E.g. open or switch to a Command Prompt window and enter there:

bitsadmin /util /version /verbose

The same command also provides the option to repair BITS.

Installing Vista SP1 manually when the machine's already having problems
(e.g., inability to use or install Windows Updates) only complicates
matters. (And uninstalling Vista SP1 now may only make things worse!)
